Modern candles are made of parrafin which is a dense wax byproduct from oil refineries. But prior to the Civil War some candles were made of beeswax but more commonly from tallow (typically deer or beef fat). The small holes in the bottom are there to thread the candle wick through. The heated wax then was poured into the tubes.
